The statement indicates that in countries with which the United States has a modest trade surplus, such as El Salvador, Guatemala, and Argentina, the framework agreement will maintain a 10% tariff on most goods. For Ecuador, with which the United States has a trade deficit, imports will remain subject to a 15% tariff, but targeted reductions will apply to specific products like bananas and coffee. In exchange, these partner countries commit to opening their markets to U.S. agricultural and manufactured products. Additionally, these agreements encourage the involved countries to pursue reforms in areas such as digital services taxes, regulatory transparency, stronger intellectual property protection, and the elimination of non-tariff barriers. A Trump administration official stated that most of these countries are expected to finalize the framework agreements within the next two weeks, and more agreements may be reached by the end of the year.
